Android 12 has a feature which automatically switch between wifi and mobile network.  Now suppose your wifi has proxy system but mobile data don't have it. So when you use college proxy for proxy over wifi, your android detects that wifi has no internet hence switch to mobile data and the application will not be able to find proxy server. Hence to overcome this problem, you need to use only the network to which you want to connect and turn off other.  In android 12 you will find internet option in notification panel.
